The double-sided 31 x 97-inch blue silkscreened banner has the legend “Thirty-Eighth Annual NBA All-Star Weekend February 5-7” in white across the top, and “Chicago ’88 City of Chicago Eugene Sawyer, Acting Mayor” across the bottom.  In the center is a stylized representation of the Chicago skyline in black and gold with a white wave at the bottom. There are 24 gold stars in the sky over the skyline, along with an orange crescent moon. There are two gold metal grommet holes at the top and two more at the bottom of this banner, with white reinforced stitching along the top and bottom.
