A radioactive ooze has mutated four turtles in the sewers of New York City. Leonardo, Michelangelo, Donatello, and Raphael are taught ninjutsu by their rat mentor, Master Splinter. Once a rogue former student of Splinters named Shredder begins to wreak havoc on the city with his army of disaffected youths known as The Foot Clan, the turtles must come to the surface and defeat them.
